DOI 10.15826/tetm.2020.1-2.008This article aims to discuss the reasons and consequences of the recent historical monuments' destruction in the United States. The author uses the concept of Foundation myths as well as opinion polls' results and cases from modern history to provide argumentation for the idea of ongoing polarization in American society. The results show that, although the political elites are relatively united on the issue of historical memory, there is a certain division among ordinary citizens. The causes for the recent attacks on the monuments and the historical figures they represent lies in the crisis, caused by the COVID-pandemic, economic downturn and protests over racism. However, the fundamental reason lies in the chronic socio-economic, cultural, and political difficulties, particularly income inequality, political polarization of elites and mass publics of American society. In the conclusion of the article, the author discusses how the discourse over historical figures and foundation myths shaped 2020 Presidential elections in the US and how specific agenda related to Founding Fathers was used by the US President Donald Trump during his campaign.For citation: Sherlock, T. Evidence drawn from the intersection of historical memory and politics in Russia underline not only on-going framing battles over the Soviet past. The evidence suggests that the Kremlin is unwilling to develop and impose on society historical narratives which promote chauvinism, hypernationalism, and re-Stalinization. Although such an agenda has some support among incumbent elites and in society, it remains subordinate in terms of political influence as of early 2016. Instead, the regime is now extending support to groups in society and the political establishment which favor a critical assessment of the Soviet era, including Stalinism. This emerging criticism of the Soviet past serves a number of important goals of the leadership, including re-engagement with the West.
To this end, the Kremlin recently approved new history textbooks critical of the Soviet past as well as a significant program that memorializes the victims of Soviet repressions. Yet the regime is unlikely to usher in thorough de-Stalinization which would threaten its power. Instead, the Kremlin is attempting to assemble a grand narrative that approves, as well as criticizes – in different measures – each of the regimes that existed in the 20th century (tsarist, communist, and post-communist). This incipient narrative constitutes a form of bricolage, which involves the retrieval and reassembly of diverse, often conflicting, elements to solve a problem. Here the problem is the long-standing, divisive issue of how to evaluate the history of 20th century Russia and its different regimes. The Kremlin now seeks to knit together the diverse identities of these regimes through the unifying historical thread of the Russian state. This act of bricolage also seeks to reconcile the contradictions within each regime: elements of the new narrative can be expected to condemn the inhumanity of Stalin and Stalinism while other facets will extol industrialization and the Great Patriotic War as the achievements of Russian-led Soviet society. From this perspective, neither re-Stalinization nor de-Stalinization is likely to occur in Putin's Russia. Nevertheless, if recent initiatives remain in place, critical assessments of Soviet foreign and domestic policies will become increasingly commonplace.

Томас Шерлок считает, что нынешняя кампания против "фальсификации истории" была, говоря языком социальных наук, предопределена ( overdetermined ). Он анализирует политические, социальные и культурные факторы, которые сделали ее неизбежной. Разочарование населения в демократических и либеральных ценностях создало основу для идеологических манипуляций путинского времени. Согласно социологическим опросам, символическая значимость Второй мировой войны постепенно возрастала во всех возрастных группах населения России, что и использовали политические элиты. Образ России как "осажденной крепости", у которой враги пытаются отобрать славное прошлое и основанное на нем место в современном мировом порядке, мобилизует национализм и оправдывает концентрацию политической и экономической власти государством в ущерб обществу.

Автор анализирует репрезентацию Второй мировой войны в новейших российских учебниках истории. Он демонстрирует, как выборочно и предвзято преподносится информация по таким вопросам, как расстрел польских офицеров в Катыни. Шерлок разоблачает метод сравнительного оправдания, используемый в современных российских учебниках (прежде всего, в продвигаемом Кремлевской администрацией учебнике А. Филиппова), указывая на существенные различия в мотивации, численности жертв и отношении государства к своей роли в случае преследования советских немцев и американских граждан японского происхождения в годы Второй мировой войны. Подобные сравнения уводят от проблемы институционализированного насилия как основы сталинского режима.Далее автор рассматривает внешнеполитические факторы, влияющие на нынешнюю российскую политику истории: политику истории и идентичности в странах бывшего соцлагеря и общее ухудшение отношений России с Европой и США, стимулирующее антизападные настроения в российском обществе. Шерлок критикует американскую экономическую и политическую (прежде всего, расширение НАТО) линию в отношении ельцинской России, которая не способствовала укоренению демократии и либеральных реформ. Тем не менее даже в новых российских учебниках по истории он видит возможности для диалога, поскольку в основе их нарратива лежит не реваншизм и неоимпериализм, а национализм, концепция рыночной экономики и демократической политики (пусть последняя и приписывается современной России необоснованно).

SUMMARY:
В своей статье Томас Шерлок анализирует роль репрезентаций исторического прошлого и исторической памяти в политических процессах, происходивших в прибалтийском регионе в период перестройки и распада Советского Союза, он прослеживает преемственность и изменения в осмыслении прибалтийской истории в российских учебниках постсовесткого периода. Автор показывает, что в центре общественно-политических дебатов в Прибалтике периода перестройки были темы аннексии СССР и последующих репрессий в прибалтийских республиках в 1940-х гг. Рассматривая прибалтийские дискуссии об истории сталинизма как часть общего процесса либерализации исторической памяти в Советском Союзе (инициированного коммунистическим центром), автор документирует особый характер этих дискуссий в прибалтийском политическом процессе, участниками которого были как политическая оппозиция (народные фронты), так и местное республиканское коммунистическое руководство.

Несмотря на существование политического взаимопонимания (скорее тактического, чем стратегического) между либеральными силами в России и национальной оппозицией в Прибалтике, надеждам российских либералов на выработку новой общей исторической памяти о страданиях периода сталинизма не суждено было сбыться. Автор также отмечает, что провал попыток выработать общественный консенсус и новую идеологию для постсоветской России приводит к возвращению старых, идеологизированных интерпретаций советско–балтийских отношений периода Второй Мировой войны.

Der Autor beleuchtet die politischen Hintergründe und Rahmenbedingungen, den bisherigen Verlauf, die Ebenen, Themenschwerpunkte, Auswirkungen und Risiken der im Kontext der Gorbatschowschen Reformpolitik neu eröffneten Debatte über die jüngere sowjetische Geschichte (nationale Historiographie, Parteigeschichtsschreibung der KPdSU). Im Mittelpunkt der Studie stehen die politische, literarische und geschichtswissenschaftliche Auseinandersetzung mit der Phase des Stalinismus, die Rehabilitierung von Stalin verfemter Politiker (Neudiskussion der Rolle Bucharins und Trotzkis) und die Neubewertung der Leninschen NÖP. Die Darstellung läßt die in der sowjetischen Geschichtsdebatte vertretenen unterschiedlichen Standpunkte "liberaler" und "konservativer" Gruppierungen deutlich werden. (BIOst-Hml)
